Mandate scheme for cross-border event

This can be registered in two different ways:

• The organizer reports the event to the starting municipality. The starting municipality appoints the traffic controllers for the event in question. The other municipalities give permission by mandate to the starting municipality for that specific event at that date.
• The organizer reports the event to each municipality through which the event passes.
